Kevin Sourisseau, CPA

Chief Financial Officer

Kevin Sourisseau serves as the City’s Chief Financial Officer (CFO). Kevin served as the City’s Chief Operations Officer (COO) since 2022, and prior to that he was the Associate Chief Administrative Officer (ACAO) and Deputy Director of the Department of Municipal Development. The City has begun an executive search for a Chief Operations Officer. 

Prior to his work with the City of Albuquerque, Kevin worked for the New Mexico State Taxation and Revenue Department. Additionally, he worked in the State Auditor’s Office, serving as the Director of Special Investigations as well as the Chief Financial Administrator for the County’s Metropolitan Detention Center with Bernalillo County. 

Kevin earned his Bachelor's of Business Administration from University of New Mexico in 1991 and became a Certified Public Accountant in 2000. In 2020, Kevin received the Outstanding Member in Government Award from the New Mexico Society of CPAs giving special recognition to Society members who have demonstrated outstanding service to professions in government. 

Kevin is a proud naturalized American citizen and has lived in the greater Albuquerque area for 38 years. He enjoys competing in triathlons, being outdoors, as well as participating in a multitude of city supported functions alongside his wife and three children.

Cilia Aglialoro, CTP

Treasurer

Cilia Aglialoro, who has served as the City Treasurer since 2008, previously held roles as a Debt Manager and Associate Treasurer – Debt for the City. With 26 years of expertise in Public Finance & Treasury Management Services, she has overseen more than $2.5 billion in bond issues for the City.

Originally from Las Cruces, New Mexico, Ms. Aglialoro earned her bachelor’s degree in Mathematics and Economics from New Mexico State University, followed by a Master of Business Administration from Texas A & M University – Corpus Christi. She currently holds the designation of Certified Treasury Professional (CTP), underscoring her dedication to excellence in her field.

Donna Sandoval, CGFM, CISA, CISM

DFAS Director

Donna has over 28 years in state and local government finance. Donna serves as the Director of Finance and Administrative Services at the City of Albuquerque.  Her prior role was the City Controller. Donna was a CFO for three state agencies over her years in state government, which included serving as the Assistant Commissioner of Administrative Services for the New Mexico State Land Office. She has a BBA from UNM with a concentration in Accounting, an MBA from the College of Santa Fe with a concentration in Management Information Systems.  She has three active certifications:  Certified Government Financial Manager (CGFM), Certified Information Systems Auditor (CISA) and Certified Information Security Manager (CISM).

Donna is the National Treasurer-Elect for AGA, she served in many roles at a national, regional and local level with AGA. She is also a member of the GFOA Accounting, Auditing and Financial Reporting Standing Committee.

Erik is a lifelong resident of Albuquerque, New Mexico and has over 25 years of experience in the financial services industry of which 21 years have been in Public Finance servicing New Mexico clients. Since 2012 Erik has been the primary banker for over $4.0 billion and 400 transactions for New Mexico clients. Mr. Harrigan focuses solely on New Mexico clients and actively participates in the development of long term finance plans for New Mexico universities, not for profit hospitals, utilities, school districts, cities, counties and various finance authorities. Most recently he has been involved in financings for various higher education institutions, school districts, regional water authorities and various financing authorities.  Erik holds a bachelor’s degree in economics with an emphasis in international finance from the University of New Mexico and is a member of the NYSE and NASD.
